The 2007 Anne Arundel County tax sale was rigged by Nusbaum/Stollof and Berman's group only. DRT didn't participate in the allocation of liens. DRT didn't even win any liens due to a mix up in their calculations.

There was no allocation of liens for the 2007 Cecil County tax sale on June 4, 2007. This tax sale was attended by Berman's brother Richard Berman. Nusbaum, Stollof and Reiff's group didn't attended.

BERMAN was shown a page from his calendar that had notation for June 8, 2007 that referred to a "12:00 mtg with Harvey and Jack" identified by bates stamp number 0024467. This would have been their meeting to allocate liens for the two groups for the 2007 Montgomery County tax sale. This tax sale was to take place on June 11th.

Stollof and Nusbaum showed up unannounced to Berman's office the day of the 2007 Montgomery County tax sale. Berman was uneasy about what was going on at this point. Berman told Nusbaum and Stollof to go upstairs while Berman prepared his bid sheet. Nusbaum, Stollof and BERMAN did drive together to deliver their sealed bids to Montgomery County Government. They drove together to deliver their bids for Anne Arundel County tax sale that year as well. DRT won nine out of eleven pools for the 2007 Montgomery County tax sale. Berman won two pools of liens. Nusbaum won none.

BERMAN was shown a page from his calendar that had notation for July 9,2007 that referred to the 2007 D.C. tax sale identified by bates stamp number 0024478. Reiff had told BERMAN that John Green was let go by Bank Atlantic. DeLuca came up for this tax sale. BERMAN did see DeLuca there. BERMAN sat in the back row with DeLuca and a guy (name unrecalled) from Mooring, Sass and someone from Chicago. The liens that DeLuca wanted was made clear to BERMAN. DeLuca was taking bids up to make his point to BERMAN on the first day of this tax sale. DeLuca got upset on some properties that BERMAN bid on. BERMAN and DeLuca were there for all five days of this tax sale. This auction was a more cooperative effort. Reiff was there for the first day of the sale. Reiff talked to BERMAN at the tax sale about sharing with DeLuca. BERMAN told Reiff that if he wanted him to share with DeLuca that Reiff would have to be there all five days.
