In a June 13, 2017 email, the deputy chief of staff at the National Oceanic and Atmospheric Administration questions if a federal advisory panel on climate change should be allowed to expire because it lacks enough "industry" members.

Re: FAC for National Climate Assessment
We need to run by the Secretary. Please send the background on the advisory committee and what its
charter is. We need to know why it was created, when it was created, and what it is supposed to do.
Given the budget cuts, we need to know what resources it would require to staff it. Thanks. Earl

Issy and Earl:
We need to decide whether to let this FAC to expire as soon as possible. It is with DOC for clearance. It
only has one member from industry and the process to gain more balance would take a couple years to
accomplish.

Hello GeorgeAttached is a list of all NCA FAC members with a very brief bio. If you'd like more information
the individuals, we can provide a longer bio. The end dates of their appointments are listed, and
whether they are in their first or second term.
Regarding term limits, the NCA FAC currently states that members may be appointed for a term
of one, two, ore three years, and can be reappointed for successive terms of two years. There is
no limit on the number of re-appointments. The updated charter that Cynthia submitted for DOC
approval would amend that to allow only one successive re-appointment, up to three years in
length.

Hello Micheal, GeorgeI just talked with Cynthia about the FAC for the National Climate
Assessment. She's on annual leave right now, but happy to talk via phone
this afternoon or early tomorrow, back in Silver Spring on Wednesday.
She's drafting a short explanation for the impacts of not renewing the charter
for the NCA FAC.
The short read is that the FAC is just starting up, and it was formed to get
input from folks outside the usual suspects involved in the four-year report
cycle. The FAC is also part of an effort to break the every -four-year pulse
of resources required (time and effort from agency staff and volunteer
authors), and to continuously assess the impacts of the report (i.e. end - user
satisfaction with the product).
Cynthia is getting me more information.
