Congressional Budget Office economists estimated that as a result of the Affordable Care Act, some people will work less to avoid having to pay more for their health insurance. The CBO says the result will be equal to 2.5 million fewer workers on the job in 2024. The impact is expected to be minimal while unemployment is high, since there are plenty of people willing to soak up work that others do not want to do, but the impact would increase when the country has relatively full employment.
