The single largest funder of civil legal aid programs across the country struggled to maintain its level of effort because of federal budget cuts. The organization this year appointed a new president, James E. Sandman, former managing partner of Arnold & Porter, who has been working to help the local organizations find new sources of revenue. For example, Sandman has been looking into whether Justice and Labor department grants can fund a program to help former prisoners get their records expunged.


The nonprofit's programs close nearly 1 million cases per year nationwide and provide other legal assistance to more than 1.3 million people.
